Digital Science Webinar: Gaining Perspective on Plan S
On 4 September 2018, a group of national research funding organisations, with the support of the European Commission and the European Research Council, launched an ambitious Open Access initiative, called Plan S, that could radically change the model of scientific publishing. It’s collective declaration of commitment is to implement, by 1 January 2020, the necessary measures to fulfill its main principle:
“By 2020 scientific publications that result from research funded by public grants provided by participating national and European research councils and funding bodies, must be published in compliant Open Access Journals or on compliant Open Access Platforms.”
Needless to say, the scholarly publishing community have many questions surrounding the impact of such goals on their industry.

After gaining First Class Honours in Statistics at the University of Aberdeen, David worked at two BBSRC research institutes, as a consultant statistician before developing mathematical models of plant growth. He joined HEFCE in 2008 as Director (Research, Innovation and Skills) and led the development and implementation of the first Research Excellence Framework including the new impact agenda element. He was responsible for research policy and funding, knowledge exchange and university/business relations.
In May 2017 he was appointed the first Executive Chair of Research England. In UKRI he has particular responsibilities for Place (Regional Funding), Commercialisation and Open Science. David has been invited to visit many countries to advise on research assessment and funding, particularly with respect to research impact. He is also co-chair of the Implementation Task Force for Plan S, the international initiative on full and immediate open access to research publications.
Dan is Delta Think’s Chief Data Officer, and based in London, UK. His strength lies in helping publishing companies successfully explore and exploit new digital opportunities, through his combination of commercial expertise and technical understanding. Over the last 20 years, Dan has specialised in digital publishing strategy and product innovation for companies primarily in STM and Legal publishing. He has held executive leadership and strategic advisory roles, and senior positions managing products, operations and change in organisations ranging from dot-coms to complex corporates.
Wendy is currently the Director of Global Sales and Business Development for Mary Ann Liebert, Inc. publishers. During the course of her 30 year career she has worked in virtually every aspect of the scholarly publishing business including peer review solutions, copyediting and page production; manufacturing and distribution; online hosting, and now working with institutions around the world.
